Breaking Down the 4WD List
The first thing you might notice is full size pickups don't fit the requirement of being new trucks under 25000 without some rebate love. It's a close thing though, barely $500 over from the base price so it likely won't break your budget but they certainly won't let you go under budget.
For those more strapped to a budget, or in need of cheap trucks, your best options remain used and the compact truck market. With a little rebate love itself, you can get a 4x4 Chevrolet Colorado for under $20,000 which is pretty cheap by any AWD vehicle standard. The Toyota Tacoma is equally affordable but rebates run more infrequently.
